1. If the Page bany every IP forever after voting they possibly ban a IP given later to another person that would still be allowed to vote.
2. As TOR got many normal Users they got dynamic ips too. What means a new one every 24h. So you just need 20k proxys at one day or 1k proxys in 20days (+ all other mixes).
I could just "record" what i did in the movie and let a program do it all day.
