Change laws concerning organ donation?

In most countries (as far as I know, all countries) it's like this when it comes to Organ donation;

One person dies. This person has not registered at any official office concerning organ donation.
This body will be buried fully equipped with all organs it had when the person died.
The state is not allowed by law to loot the corpse of any organs that may be used to be put into others who needs to organs a lot more, or maybe in educational purposes.

So what I want to ask you all about is this:
Which of these following alternatives is the best suited for a modern society?

1. You may register at a government owned office if you wish to donate your organs when you die.
2. You may register at a government owned office if you wish to keep your organs when you die.

By situation 2 it's ment that if you wish to keep your organs, you will be able to fill a form at the age of adulthood (which is different in various countries, in Sweden and most european countries it's the age of 18) if you wish to NOT donate when you die. If you do wish to donate, you just leave the form alone.
Maybe it's due to religious reasons you may not donate organs, but it's not due to religious reasons you may not fill forms. Just write a cross at the box that says "NO" and sign the papers with reason "Religious views". and you're off the hook.

Imagine, this would save so many lives.

Which side are you on? 1, or 2? Why?
