Hi, i connect to internet via wifi, and i dont lag, but every 2 minutes, my ping goes 100, and the problem is not from the internet , cuz this happens with all internets i connect :/

Write cl_cmdrate 1 in console..

same problem...

then write cl_cmdrate 1, cl_updaterate 1

And Put Steam Community offline

and disconnect all not used programms, who need internetconnection

And Download GameBooster

Play with your rates, dunno if you have fixed the issue yet already or not but i'll add some tidbits.
You can watch the spiking happen with command 'Net_graph 3'
'Rate' # (3500(dial up)-30000(Cable))
'CL_Cmdrate' # You will have to play around with this one. Most servers cap 69, so try like 35 or so.
'CL_updaterate' # Servers cap this usually at 69 so will just have to play around.

So if your on wifi i'd try something like rate 15000, cl_cmdrate 35, cl_updaterate 35.
