America isn't in Europe, so naturally less important countries - even if they're European - remain quite obscure. To an American, comparable knowledge would be knowing some of their states, if even that. These are only excuses for their ignorance on the subject, but I would imagine that they know a thing or two about something else then. What that is, I don't know.
The girl isn't a rocket scientist either, and we got plenty of those here in Europe too. Take a random poorly educated person in Finland, and ask them to name all the countries in Europe. Or perhaps if some smaller Asian country is actually even a country. I bet people somewhere would laugh at our stupidity.

everybody is mainly laughing about her stupidity for thinking Europe = a country, and not for not knowing Budapest is the capital of Hungary

It's a gameshow in America that tests the knowledge of material up to 5th grade in their education system average everyday people (ranging from engineers to doctors to janitors). The show has been criticised for being fake because a lot of the contestants were deemed "too stupid to be true", for example an accountant came on a show and missed a simple math problem regarding area.
However this girl is not a joke, she was originally a contestant on American Idol and was one of the top 5 singers. She also has a career as a musician and if you've seen her other videos / interviews, you would notice that she isn't the brightest spark. This video doesn't seem too farfethed if you actually know the person.

The purpose if this show is to find people as stupid as possible and make fun of them. They might even easily be paying people to spit out bullshit - that's how television works - you give viewers what they want to see. Using this show as a reason to spit out the same old boring bullshit of "Americans are all dumb! bla bla bla" etc. seems very desperate - the whole point of the show is to make fun of the people on it, no shit.
