Why my brightness changes alone in CS ?

That depends on the server you are playing on, some are setting brightness to 1.
I think that T33k3ss3l is correct .
But i'm gonna put brightness and gamma in userconfig.cfg but retire of the config.cfg ?

I put brighntess "3" and Gamma "3" in userconfig.cfg but the problem continue :s .

reinstall won't help...it depends on servers like T33K3SS3L said..so if server has brightness 1, writing brightness 3 in your cfg won't help

There is no solution but restarting counterstrike after beeing on a server which forces lower brightness/gamma as far as I know.
Just open a single player/Lan (whatever you call it) server by clicking on "New Game" and check your console for brightness/gamma, they should be correct. I
f they are not you either did a mistake when you wrote it into your config or you wrote it in the wrong folder (cstrike if english, cstrike_german if you use the german version etc.)
Sometimes cs doesn't accept settings I changed in the config (had that problem with interp some time ago) but I don't think that this can happen to those values too. If the problem still consists just replace your config with some downloaded config (mine has gamma3/brightness2 f.ex.) and change the other values you want.

T33K3SS3L. There's nothing to do with that. :) If server has brightness/gamma set to other value than 3, there's no way to have higher value of brightness/gamma than server. You can download f.e. heaton's, spawn's and i dont know who else config but it is still same file as your config so it won't help :).
I never said that there was some way of evading the server maximum, I just said how you can reset that problem (restarting) and avoid that it was just an other mistake.
But video card settings can exeed the maximum if you want to. But that might cause you beeing flashed for a very long time.

you can change the gamme in the videocard setting in windows. And it's allowed in tournaments

The problem was, that R0bs gamma changed sometimes, most likeley to lower values.
That happens if you have high gamma/brightness settings in your config or userconfic, for example 3/3 as many people have, and join a server with dertimined low gamma/brightness settings, for example maximum 1/1.
Then your values will be set to 1 ofc, although that doesn't happen in the config. This means that you just have to restart CS to get your settings back to the default you set in the (user-)config.
