mouse and keyboard momentarily irresponsive

it tends to happen in cs 1.6 servers with a high number of players around.. basically and buttons i had pressed stay pressed despite whether i am actually still pressing them or not, and i can't look around or press any other buttons. i've tried it at resolutions from 1600x1200 down to 1024x768 with no change, and the refresh rate has been on 85 throughout. i went ahead and pasted my autoexec.cfg file, which has basically all of the configuration changes that i've made, not counting video, sound, and voice options. thanks
