ITS LONG, I KNOW, BUT READ IT.
Flash games are helpful too, but if your desktop mouse sensitivity is different from your ingame sensitivity (which it almost always is), you will be used to two different speeds while aiming.
Maybe it's just because i'm a psychology/biology major, but I believe muscle memory is the reason for good aim. For those of you who play sports: When playing basketball for awhile, you know how hard to shoot the ball in order to make the basket. When you first start playing your body doesn't know how hard to push the ball, so you end up shooting too far or too short. Eventually your muscles know exactly how hard to push because of the repetition of the action from similar distances.
The same can be said for counter-strike. Over time, your muscles memorize how far you need to move the mouse to put the crosshair ontop of an enemy. With this in mind, when you deathmatch you constantly see enemies and every distance possible. If you deathmatch for a while before a match/clan war/scrim, your aim will be significantly better. The more often you play in deathmatches, or cs in general, the better your aim will become. This doesn't effect reaction time though, reaction time is mostly genetic and nearly impossible to speed up.
