My CS 1.6 FPS

Hello. Here's my problem: when I'm running in cs I have almost constant 100fps but when I see people or they start to flash me or I start to shoot at them, my fps drops to 50-60. Even when I go practise with csdm podbots I see like 5 bots and bam.. my fps drops — I almost can't shoot. Yup, my pc is kinda old but I don't think it's that bad for cs. I think my pc can handle shooting enemys at 100 fps or getting flashes from enemys without droping my fps. Can you give me some tips, advices, maybe even fps config?Please help.

My pc:
AMD Athlon(tm) 64 processor 3000+
1gb of ram
Radeon x550 128mb
