Maybe http://www.gamerconfigs.com/game/cs is something for you. You can just try a few diffrent configs while waiting for other replies.
I can create one for you,with fps boost,ping,etc....and i can help with your PC,for getting a better performance,and things like that!!
But yeh,you have to give me some information,about your Internet(connection..),PC,preferences in CS,etc...

It has something to do with Iexplore, everything works fine with Chrome or Firefox.
