Lower your monitor resolution and then try to change hertz. Or simply go to Steam > Games > Right Click on Counter-Strike > Properties > Set launch options and type: -freq 100 > klick "OK"
But keep in mind that not all CRT monitors can't go to 100hertz or higher. So maybe your monitor max hertz is 85.

It doesn't change the game itselft, it just feels a lot smoother. Try playing with 60Hz and than 100, you'll see the difference.
