All newish CRT monitors will get 100+hz at 800x600. I have an Iiyama Visionmaster pro 454, and it's nearly 2 years old, and I can get 200hz at 800, and I love this monitor. Has multiple modes, which can get annoying (one for text, one for movies, one for pictures, and look great with their respective modes). Go on newegg.com and just look for whatever is on sale/has a good deal. Again, really not hard to find a monitor that can handle 100hz, so just focus on price.
the hz is the amount of times the monitor refreshes. So technically, the higher it is, the more accurate the things on your screen is. 100 hz is literally 100 refreshes, and with 100 frames per second, each frame and refresh are perfectly timed. Most LCDs are 75hz, so its definitely playable without it, and you can be very good without it, so it isn't a MUST, but it is an advantage.
No, it just won't be as smooth. Your cs will send 100 frames to your monitor every second, but your monitor will only refresh 60 times, so some frames will be skipped, its really not that bad, its better to have 60 hz and 100 fps than 60 fps and 100 hz.
No, interp is completely different, kinda like your computer guessing where the enemy will be in a few frames. The wrong interp can make your computer guess too slowly or incorrectly.

and well my fps in couter strike can be 100 but i use just fps max 85.9 :D and cl_cmdrate 85 ? that is good ? remember my monitor is crt 17 .in :D plzz aswer me you are the best pro xD! :D i configure my nvidial control panel as u recomend me in other post Xd ur the best #1
and well my conecction speed is 0.25 when i dowload the archives on internet my velocity is 25 mb is super slow but i use cl_updaterate 37 or 38 and that gives me ex_interp 0.25 that is good ? :D tyvm
I'd still use 100 fps if your computer can keep it at 100 consistently. CS will always be smoother with 100 fps, and anything over 100 isn't visible so its a waste. If the best your monitor can do is 85, use 85. As for your rates, I really don't know I've never had internet issues and have always used high rates.

setting interp at 0 will just look at your other rates and pick an appropriate number. Do not set your cmdrate to be the same as your monitor hz, they're not related and don't need to be the same number. cmd and updaterate should also be the same number. Start at 101 and lower it by 5 or 10 in a server with 10 people in it, look at your net_graph and when you find rates that you get less than 5 choke with, leave it at that.
I have a crt which is about 9years old which runs 125hz, soo I'm guessing most newer'ish crts support hz at those numbers. Usually if you put your resolution to the lowest your computer has a file which contains all suported refreshrates so just check that list, if you don't there's usually a list online somewhere, just google the make and modelnumber. Should come up with some results.

XD
