Are GUI's ''banned'' at tournaments or are they allowed? I'm playing with GUI so if they are banned i will stop using them

GUI's aren't banned at Tournaments but in leagues like ESL custom files are forbidden. So a GUI which change your Scoreboard is forbidden in ESL but this is a rule there don't know what's going on in other leagues.

It depends... Sometimes I play with default and sometimes with a GUI (if it's esl conform)
