How to more FPS? in Counter Strike 1.6

Hello, i'm a regular cs1.6 player who wants to have more FPS.

I already have startoptions that sound like this:
-freq 120 -noforces -noforcemaccel -noforcemparms
-applaunch 10 -heapsize 524288

I have a AMD Athlon xp+ 2600 (1.9 Ghz)
and an ATI Radeon 9250/ 9200 series AGP
and 1 Gig RAM
and an 19 inch screen
And when i want to play on resolution 800X600 it justs smallers the cs window so it doesn't use my whole screen anymore, al the rest I see is my desktop; and no "running in a window" is off!

but I only get 10 FPS (in smoke) tot 70 FPS (outside smoke with no players) and 40 FPS overall.

How do I boost my FPS? because it sucks hard, a year ago; no problems but I formatted my computer and now it is like hell :S even my dxdiag says 1.1 Ghz and before 1.9 Ghz.

Play with 640x480.
Download no-lagg models/sprites for smoke, they are very ugly but you don't lagg when you run through them.
Use the oldstyle menus in Windows.
Use a fps config.

when you put developer 1 you get + then 100 fps

more ram and better cpu

buy a better video card
