Here's a couple of fixes that I found work with the new update.
First of all the rates:
As of the new update the cl_updaterate is now capped at 100 if you have 101 it will automatically reset to 20(default) and it will change your ex_interp to 0.05. The recommended rates as of now are:
cl_cmdrate 100
cl_updaterate 100
rate 20000 (25000 LAN)
ex_interp 0.01

Next are the scoreboard avatars:
Scoreboard avatars as of now only show on resolutions 1024x768 and higher
800x600 and 640x480 are unaffected.
If you don't want to lower your resolution you can try turning off steam friends in-game (has been shown to work for some)
To do that right click on the steam icon in your system tray; hit settings; click on the in-game tab; uncheck Enable Steam Community In-Game

Name Change:
As far as I know Steam doesn't change your name ingame anymore but if it still changes it for you, a way to get around it is to put this in your config and make it read only:
setinfo name "putyournamehere"

Crashes:
There is no hard fix to stop your cs from crashing but most of the crashes imho are caused by GUIs. As GUI's are known to lock your rates and since the rates are capped at 100 now it might conflict with your cs. Also if you are crashing whenever you hit tab and you have a custom scoreboard, it would be wise to remove it since the size of the scoreboard has changed to allow the viewing of the "cool looking avatars" /sarcasm

After the new update when you connect to an HLTV and then want to join a different one, you will have to close down CS otherwise your CS will crash. :(

i dont know how but my rate is 30000 and cannot be changed.
cfg is not on read only and etc.can you help me?

put: rate "20000" (or 25000) in your autoexec.cfg
that should fix it.

you probably already had your cs updated.
cs updates when you start cs, close cs, and when your cpu is idle
if it still says that your protocol is 47 then I suggest reinstalling cs.

You can put line
"name "your name" " in userconfig.txt file if it changes your name also :)

I'm afraid it's not going to work because userconfig.cfg gets executed only once(when cs is loaded). so if your name is changed ingame, it won't change back until you restart cs or type "exec userconfig.cfg" in console. Using setinfo in a readonly cfg locks your name :)

rates work now like before, it has been fixed. and almost all of these updates have been fixed to normal.

if you're having trouble watching demos try using complexity 1.6 demo player. I've been using it since the new update. Has cool features in it too :)
