Well, I have a problem. When I spray with AK47 or M4, my crosshair doesn't go up, but it looks like it's staying in one place and looks like no recoil, plus I experience lag! And the strangest part is, that I have only 10ms in game!

Thats not normal at all :\ Try to reinstall the game...

Had almost the same problem. Just reinstall CS & if it doesn't help try reinstalling windows.
