Clean your pc with ccleaner and check your pc for virus or spyware
tips of clean :
go to start then run and write :
temp and delet all files
%temp% same like temp
prefetch same like %temp%
i hope you will get a good ping or upgrade your connection speed

I use 90 90 20k 0.02
Its better for 1mbit dial-up

just use 101 101 25k 0.01 unless you have completely shitty connection
