lol Vsync. If u start game with Vsync : On , then your fps smaller then 100 ) (but if not crt )
Check u cooling system.

Check so no programs that need much ram or cpu is running.
Do a virus scan.
Add -dxlevel 7 in steam. right click on cs click properties and set launch options and add it.
Check so you have latest graphics drivers.
Check the computer temperature in speedfan. u can download speedfan at http://www.almico.com/sfdownload.php. if the temp is over 80 open your case and take a compressed air canister or something that can bladder air and bladder out all dust. dont bladder with your mouth the components can break because
it will come saliva on the components.

if nothing works ask on other forums or take your comp to somebody that can fix it.

and u can try to use ccleaner. http://www.ccleaner.com/ it removes all shit files that can make your computer slow.
