I would assume that you're using kara gear with maybe a few pieces of ssc/tk loot that you've gotten. So, you're gonna want atleast 25%+, maybe even closer to 30%. You will most likely have mana issues without a shadow priest if you're crit rate isn't high enough. Best enchants for you would be spell damage, gem with crit/dmg in red/yellow sockets, if you're crit is too low just adjust your gems toward more crit.

just gem 8 / 10 crit gems in all slots. using meta 12 crit and 3% more crit dmg, so get the meta gem req. and then just gem for crit.
get the kara trinket (The Lightning Capacitor), its the best trinket for ele shamans.

you get sure around 30-35 % + 10% from talents. and just cast lighting bolt, other spells will down your dps. LB LB LB LB all the time, gem for crit.. spell hit aint important you get enought trhough normal gear and talents, just go for crit, its your dps source.
