Well he's not not regretting in past tense, he's regretting in present. That means that rather than regretting he had ever taken English, he regrets he had ever taken English. It's not a progressive verb he's pushing there, which you seem to parse it as. It works in both ways, and the would is not necessary. We're not trying to change the tense upon which he speaks, but rather keeping the tense the same. Thus without adding any other verbs, the sentence is correct. And yes, I'm a college level writer, who certainly isn't in college. I know my fair share, it's not cause of my flag, because I may reside here, but that sure as hell does not make me an American. His verb agreement works because if you were to say something along the lines of "It's times like this I regret I had ever gone to that school" is the same as "It's times like this I regret I had ever ever ..." It's a common English phrase that Americans use so it works out :)
