Isn't it odd since the only other race that has a structure on the mine is UD and it cost resources for undeads to repair their mines.

Elf dont have to pay for gold mine because they have to build a Tree of Life instead - same as human/orc dont have to pay for a gold mine - undead pay for gold mines because they do not need a necropolis to use a gold mine.
