intel+ati
well i have a pentium d+ati hd4650 and i have problems i cs whit my fps i'm wondering if for you it works good or just the same ?

you know intel makes their CPU cannot run 100% when running with AMD-ATI graphic card :P jkd !

re-install windows, steam, cs, do not use "heavy" anti-virus (nod32 is the best choice), disable vsync and set your frequency.
btw what OS are you running now? XP SP3 or vista?

One of my computer got an INTEL core 2 duo E8400 + an ATI HD4850 and it runs perfectly on CS and all of my other games
