Yeah right. Made me laugh. And laugh even more. And eventually, I find it pretty cool.

Especially if the priest is good and can get a couple of importants fears off in which case the lock burning through diminishing returns isn't particularly nice.
It's mostly due to how survivability hasn't increased with season 3 but damage has gone up.
This has resulted in pressure being best applied through damage and rare but well timed cc, rather than raw cc and burst oriented damage which was the case in early/mid season 2.
The thing is that when you're fearing you aren't doing damage, and if you aren't doing damage chances are that the opposing paladin is gonna be enough to keep whatever target you're on alive, which in turn gives the opposing priest time to control your team through mana burns, fears, dispels and mind controls.
Ideally if your team is doing enough damage you won't need fear as a damage mitigator at all since your opponents will be under so much pressure that they will be forced to spend their time cc'ing your damage dealers thus reducing the damage they do making it easier for your healers to keep up.
It sounds more advanced that in it is, hope it makes atleast some sense :p
