China has banned the on-line game "Football Manager 2005," which the Ministry of Culture has resolved to "pose harm to the country's sovereignty and territorial integrity."

Yeah okay, they've got an 'open market' and all, but the rule of Mao has been indoctrinating to many and in many ways.
They're not only banning the games to protect the youth, they're also delaying the youth from 'seeing what a wonderful world the west through these video games'.
In other words, they don't want the youth to be educated and then set off to the west, but keep them in China where skilled/educated people are very much in demand.
It's all politics
