I'm no professional but i had low notebook and fps with low radeon fps 100. I had 60FPS, but now 100 pernamently.
First what you do that-->
1.)Update Your Graphic's driver
2.)Next make that-->http://www.pictureup.cz/verejne/461224-1
-http://www.pictureup.cz/verejne/461225-2 copy from C/windows/System32 atioglxx.dll to counterstrike/gldrv.
3.)That's Graphics Settings-Waiting for Vsync OFF always
4.)Best Rates: -Rate "20000-25000"
-cl_cmdrate "101-105"
-cl_updaterate "81-101" I like sometimes 85 updaterate, on AK47 Good click recoil but USP suck:E
-ex_interp 0.01-on CW
-ex_interp 0.1-on DM
I'D like good Quality On counter strike i Use Medium Quality.
If you had again low fps message me screen with fps, when getting low fps and i try help u.

TIP: I have 512 MB graphic, but i used gl_max_size "256" and my fps DOWN! I made gl_max_size "512" my fps 100 :). If you wanna more help just pm and i will make:)
