CS: CZ made by Ritual Entertainment

Ritual is actually the third company to work on Condition Zero.
First Rogue, then Gearbox, now Ritual? VALVe has confirmed that Ritual Entertainment (also working on Elite Force 2) will take workshop of the Counter-Strike: Condition Zero in August. This raises many questions, such as, is this a completely new game? Is this the reason for the delays? We don't know if they started creating CS: CZ from the beginning or they are working with the content build by Gearbox.
