StarCraft II Beta in 2010
At the Russian IgroMir event, StarCraft II's lead producer Chris Sigaty, re-stated all the fine points from BlizzCon 2009 with the details of the game and its modes. However, he dropped a bomb shell at the end of the Q&A session.

At the Russian IgroMir event, StarCraft II's lead producer Chris Sigaty, re-stated all the fine points from BlizzCon 2009 with the details of the game and its modes. However, he dropped a bomb shell at the end of the Q&A session.During the event, Sigaty discussed the new Battle.net system that will exist from the moment StarCraft II is installed on your machine. The non-linear gameplay of the single-player campaign, along with the details of the personal customization for the player's profiles were reiterated on as well. He also replayed the footage presented by Dustin Browder at BlizzCon of the custom scenarios that the Galaxy Editor can create and the extent of the tool's abilities. However, he turned to the Q&A session and after talking about a potential first-half 2010 release date, he said that the beta will be seen only next year as well.
In retrospective, Blizzard opened the beta opt-ins on May 6th, 2009 and promised a summer release. The summer release never came about and it made people believe that it would arrive around BlizzCon 2009. BlizzCon came and went and everyone was left in the dark. Now, we are told that the beta will actually begin in 2010. Assuming that Blizzard is able to hold to their word this time around, we can expect to see the beta only a few months before the actual release of the game. In 2008, the Wrath of the Lich King beta began only about three months before the game was actually released. If Blizzard holds to their schedule that has been used with their World of Warcraft franchise, we can expect to see the same results with StarCraft II.

I'm disappointed like everyone else but there's no reason to be angry. I'd rather this game be as great as it possibly can and if delaying it will improve it then I'm all for it.
No seriously. I'm afraid the engine the game is based on will be outdated too fast, because of the slow releasing :(
These people are professionals, they know what they're doing. Rather have an amazing game on a slightly outdated engine than a shit game on a state-of-the-art engine.

When does the StarCraft II beta test start?
We don’t have an exact start date to share at this time, but note that when it does begin, we will be adding additional regions to the beta test in phases. North America will be the first region to begin beta testing, and other regions will follow afterward in phases.
The reason for setting up the beta in regional phases is that it takes time to set up and configure our testing infrastructure in each area. Bringing up one region at a time makes the overall testing process for StarCraft II and Battle.net more efficient from a development perspective, making the test more effective, and allowing us to complete the game more quickly than if we attempted to start the beta test in all regions at the same time. We will share more information about the start dates for the beta in different regions at a later date.
