Mini mortal strike for mages and priests in 3.2

As more and more information is released about 3.2 some big arena changes are being revealed in between the mass of PvE news.The latest class updates on the PTR includes a whole host of new changes, fixes and tweaks. But for arena players, the biggest one could well be to mages. A less powerful version of mortal strike has been added to the permafrost talent. Exactly how this debuff will be applied has yet to be announced, but at max rank it will decrease the target's incoming heals by 20%.
In line with the upcoming mana regeneration changes, a whole bunch of mage spells had their costs reduced as well:
Elsewhere in the new build, blood deathknights got a buff to scent of blood and blood plague and Blizzard seems to be trying to bring back shadow priests. Vampiric touch will have much better dispel protection, as the damage it deals when dispelled will be doubled to 1360. Priests will also get their own version of mortal strike, identical to the mage one, built into improved mind blast.
As with anything Blizzard releases on the PTR, it comes with the usual "not final" disclaimer. These changes could be reverted or altered before 3.2 goes live. Never the less, mages and priests are looking pretty happy right now.

# Cone of Cold mana cost has been reduced from 29% of base mana to 25% of base mana.

# Frostbolt mana cost has been reduced from 13% of base mana to 11% of base mana.
# Ice Armor mana cost has been reduced from 28% of base mana to 24% of base mana.
# Ice Lance mana cost has been reduced from 7% of base mana to 6% of base mana.
# Frost Nova mana cost has been reduced from 8% of base mana to 7% of base mana."
