Yes, you should feel like Mr. Findlay, or even worse. He's waited "four years" to get out of prison in the Koprulu sector. Everyone else here on Earth have been waiting eleven years for a chance at the beta!

The way this beta opt-in works is quite similar to previous opt-ins, such as the World of Warcraft one several years ago. To apply for the StarCraft II beta, you will first have to log in or create a Battle.net account. After that step, you will have to download the beta opt-in application and enter your machine's specifications. After that, Blizzard will make its final decisions and invite certain individuals, (apart from BlizzCon and WWI attendees) to receive the beta.

Unfortunately, not everyone who applies will receive the beta keys. However, the up side is that all past beta history will not affect who will or will not receive the StarCraft II beta.
